The ATC systems has been an ongoing series of disasters for the last 15+
years... Congress gave them the go ahead to upgrade the systems "years"
ago.. Most of the money and time was spent in court by the various
contractors going at one another.... The FAA would prepare the "specs" 
and by the time one issue was solved, the hardware that was proposed was
then 5 years older and still not installed... The prime contractor has
changed "several" times in the mean time and the delays continue to
stack
up... I recall IBM,Honeywell,Rockwell,RCA,GE,Univac and a cast of
thousands
involved in the court cases over the years.. It's fun to read about
until
you realize it's our money they are throwing down the drain...
