When I've encountered this, it's usually because there is not an entry in
the PC's host file for the AS/400.  Try "ping <as400>" in a dos window
where <as400> is the name of your /400 as used in CA.  If you normally
use DNS to resolve this address, perhaps your DNS is unavailable?
