First, you have to have a signed on session. (There are ways around
this, but they are quite complicated.)
Second, you have to execute STRPCO in the workstation session.  This
enables PC commands from the AS/400.
Then, you can execute PC commands using STRPCCMD.  This can be used to
start almost anything under windows.
