OS/400 or RPG emulators for PC -- MIDRANGE-L

I have to make an HTML/Java servlets/JSPs frontend for an existing RPG
application that would finally be deployed on an AS/400 box.

Now, the problem is that I don't have an AS/400 box available yet for
development (I'm not allowed to touch the production box).

What are the options (e.g., RPG or OS/400 emulators for Windows NT (or
perhaps Linux)) that I may consider using during development/testing
that would run the existing application?

Please forgive my English as I'm not a native speaker.
