Actually, the lights do not flash on Ethernet cards until it
it connected to the network.  Once an Ethernet cable is
plugged into the card and into a hub the lights should do
their thing.  On mine all 4 lights are lit up green.

If your lights aren't come on the ethernet cable adapter
from the ethernet card the most probably reason is
you are not getting to the hub.  Make sure your ethernet
cable is not reversed.  Take the ethernet cable and
hold it in your hands.  Hold one of the plugs in each hand
facing the same way and look at the order the colors
of the wires are in.  It doesn't really matter what colors
the wires are.  Now, on a straight ethernet cable you
should see the colors reversed.  That is, if you have
a yellow wire on the far left on one, it would be on the
far right on the other.  If, on the other hand, the wire
colors are the same for both, yellow on left on both
connectors, that is a reversed Ethernet cable.

If the one you have doesn't work, try the other kind.
That is, if you are using a normal straight ethernet cable
and it doesn't work, try using a reversed ethernet cable.
A straight ethernet cable should work for you as long
as your ethernet wiring in your hubs, jacks, etc. is normal.
