A change to the controlling subsystem from a manual IPL (you needn't go 
into DST) will take effect for that IPL.

You should not change the signon display file for the controlling subsystem.

If the event that the controlling subsystem cannot start, there is a backup 
subsystem shipped in QSYS named QSYSSBSD that will start in it's 
place.  This should happen automatically, although I have never witnessed 
it happen.
