You  can do the conversion when restoring the programs  from tape.  Change
the "Force object conversion" parameters to
    "Convert during restore" to *YES
    "Objects to convert" to *ALL

This will put the delay in your court.  It can be a significant delay.
Also, program templates are required to do the conversion.    If any program
has had observability removed it will not convert.
