I had this a couple of weeks ago.  I called Supportline (I'm on an
hourly contract).  Turns out IBM was having problems at their end.  I
had to make THREE phone calls to make sure that I didn't get charged an
hour's support for this.  So far no bill.  But it's too soon to say I'm
out of the woods.
