QUSRTOOL creation -- MIDRANGE-L

I'm attempting to create the tool SAVRSTSPLF for use in archiving spooled
files, on a V4R3 machine.  When I run the CRTCLPGM for the install program
(TSRCRT) it chokes on the CRTBNDC command, returning error CPD0030 -
"command not found."  That command is found in library QSYSV4R2M0, but after
adding that library to the library list I get error CPF0885 "System command
CRTBNDC in lib. QSYSV4R2M0 is for TGTRLS(V4R2M0)."  If I prompt that command
I get error CPD0118 - "Command not valid for current release. ... Omit the
command or use the current version."

What is the current version of that command?
