RE: CPF3130

OK--As I said, "If I understand you correctly."  I just tried a CL that
tried to clear a file I had open elsewhere, monitoring for CPF3130, and it
timed out waiting for access to the file and gave up without a fatal error.
I don't know what to suggest based on the information I have.
