Only thing I can think of, FTP uses port 21 and FTP-DTA uses port 20.
That is, what you type and what you see in the FTP client is sent on port
21.  When a file is transmitted it is sent on port 20.

Make sure port 20 is enabled and you have no proxy servers, firewalls
and such to block it.
