Not sure what you mean about AUTOMATE, buy you can use the following command to 
stop and then start
any instance you want:

ENDTCPSVR SERVER(*HTTP) HTTPSVR(INSTANCE)
STRTCPSVR SERVER(*HTTP) HTTPSVR(INSTANCE)

I'd add a small delay using DLYJOB between the two commands if I wrote a CLP to 
do this.
