We have a validity checking program attached to our CRTLIB command.  We have
a group that can create libraries.  If your profile doesn't contain the
group - you don't create libraries.

        You could restrict access to the CRTLIB command, and this might
break some
        applications that create libraries to facilitate a mass-delete.

        You can limit storage by user profile, and this also might break
some
        applications.
