We upgraded from V3R7 to V4R3 this past weekend.  Our situation was even
wierder.  Not only did we get the message that XW1 was not on the media, but
we also could not find it via WRKOPTVOL!  The person doing the install had
another set of CDs that did show XW1, so we figured we'd install XW1 separately
from those CDs after the main install.  We don't need XY1, so we started the
install, neither XW1 nor XY1 were flagged to install.  The CDs showed having
XY1, but not XW1.

When the install was done, not only was XY1 installed (though we told it not 
to),
but XW1 had also installed!!!!

So my advice is don't worry about it, particularly since XW1 does show on your
media.
