Not sure if this is going to help much, but how are you going to attach the
400 to the ISDN TA?  Here is what we have done in the past.  I have a client
that is running SNA over Frame Relay and using ISDN as a back up.  We are
using Vanguard routers, when the FR circuit drops the router places a call
on the IDSN port to the TA and dials the TA on the remote site and
reestablishes the connection.  The AS400 does not know nor care about the
network side, the Vanguard does SNA spoofing and talks locally to the AS400,
once the SNA conversation is established locally between the router and the
400, the call is place to the remote router and the SNA frames are routed to
the remote router which passes them off to the port that is connected to the
remote 400 or 5494.  There is no reason why you could not just use a small
Vanguard 100 with 3 ports, one talking to your 400 and the other to the ISDN
TA.
