The system creates a deleted records map of each file specified with
REUSEDLT(*YES) at file open time, and attempts to fill these records first
before adding records to the end of the file.

A performance hit occurs when the job fills it's deleted records map and
has to transition to the end of the file.

In general, I find this "over time" penalty far more painless than the
effort of reorging the file and rebuilding access paths periodically.
