It is perfect.  The job is on queue and not started.  There is not any spool
files yet.  I get the same thing on V3R2 & V3R7.  (No inline data files)
should say (No inline spool file) a little better of a description.

Find job queue that is held, or not assigned to a subsystem.

Submit a job to this job queue.

Do a WRKSBMJOB.
