I tested it on our test machine(I'm the system admnistrator).

Time . . . . . . . . . :   10:21:31   HH:MM:SS

CHGSYSVAL  SYSVAL(QTIME) VALUE('010000')

Time . . . . . . . . . :   01:00:07   HH:MM:SS

You only need to change QHOUR, and that you can test. Don't forget to also
change QUTCOFFSET.
