Looks to me like you need only one pass directive.  If all of your files
are in AS400HTML, your pass directive should be something like:

 pass  /*     /AS400HTML/*

This should be the only one you need.  What it's saying is the server
will look for anything it needs to serve up in this directory.  

Best docs I know of are on the IBM http server site.  They're  regular
IBM books, so don't expect a step by step tutorial.  I learned the small
amount I know by posting questions here and in the discussion groups on
the IBM http server site. Ignite.400.org is also a good site, although
it's focused on cgi and net.data.
