Back in 1991, Paul Conte released CL/free which is a pre-compiler for
CL programs. It provides numerous capabilities, including
WHILE/UNTIL/FOR loops, subroutines, sources macro directives with
conditional translation (IF DEFINED), include file support, etc.

It is still available free from News/400. So anyone who REALLY NEEDS
it has been able to do it for 8 years. I would rather see it in the
base compiler though.
