Carl,

I currently use a utility called NetLaunch that may provide what you are
lookng for, or a reasonable facsimilie thereof - at the very least it
offers the option of disconnecting based on traffic volume, so this may help.

Note that I haven't tried this facility.

I have also used another dialler called DUNCE that had lots of funky
features. It may also  offer what you are looking for.

If neither of these products offer the particular fetaure you need, you
could try having a trawl through the diallers featured at www.stroud.com or
www.tucows.com (hope I've remembered these address correctly)
