Yes, he is.  Given that EDS is still solvent, he's also apparently more 
skilled at hiring managers than he is at running a company himself.  Given 
Mr. Perot's nutcase run for the US Presidency a few years back, I wouldn't 
buy anything from him if the purchase price were free and it came with a $1M 
rebate.  Besides, when it comes to "tough journalism", Larry King is water to 
Mike Wallace's 12M HCl.
