  I have seen this if they are not an IBM Maintenance customer. Since
the PTF is an MF PTF it is part of the machine not the OS (a
technicality) and therefore is provided by your service provider.  If
requested IBM will still send them on CD but you can't get them via
ECS.

  V3R2 won't load.  SRC at the start of install.  This PTF (If memory
serves) reserves more space on the load source unit for micorocode and
it's PTF's.
