I had a similar issue with a C program using something out of QP0xxxx.

The program compiled OK for the prev release, but wouldn't run. Turned out
that a PTF that we hadn't yet put on, would have touched one of the ILE/C
runtime SRVPGMs and added the export !!

You might want to see if yours is a similar issue...
