I have experienced this problem with my tape drive last month and what I did was
to re create the device description and then the vary on worked.

 Hi all,
I first wanted to thank you all for the information I have received from
this
Midrange System Mailing List.

We are running in S36 mode on an as400  V4r3 and from time to time I get
the following message on a device after it had ceased to comunicate(Usually
when power failers or just users closing an open session.

This is a workstation device named Z1 uses an 5250 emulation card.
I can vary the device ( it first showes failed sometimes) , but when I vary
the device on, I get the following message.

Usually atleast by the next day I can vary the device on and it will work.

I have worked with active jobs to make sure the job isnt still running.
