You can't use QCMDEXC to invoke any of the RTVxxx commands.

They may have an API for that, I would look into the API Programmers reference manual (or)
look into the Program Status Data Structure, or maybe use the RPG callable IBM supplied QCMDEXC that you pass an AS400 command to.
