This is Management Central.  You can find more about it at
http://www.as400.ibm.com/sftsol/MgmtCentral.htm.  There is a
FAQ listed and here is what it says about backups....

Q: I am backing up my system or libraries using Save-While-Active (parameter
SAVACT
on the SAVLIB or SAVOBJ or SAVCHGOBJ command). The save is failing when it
encounters the files QAYMEMON, QAYPSEVT and QAYPSSSG. What is causing this?
A: These Management Central files are under Commitment Control. If you read the
documentation on SAVACTWAIT in the Backup and Recovery Manual (SC41-5304) it
explains that Commitment Control cannot be running for Save-While-Active to
complete
successfully.

To work around this problem, omit these files from your save operation using in
the
OMITOBJ parameter in whichever type of save you are doing. Or, you can end the
Management Central Server while running your save operation. This will allow
your
Save-While-Active operation to complete successfully.

Ending and starting Manage Central:

Q: How do I start and/or end the Management Central server (QYPSSRV in subsystem
QSYSWRK) on the AS/400 system?
A: The command to start the Management Central server on the AS/400 is CALL
QSYS/QYPSSTRS. The command to end the Management Central server on the AS/400
is CALL QSYS/QYPSENDS.

These commands are to be entered on the AS/400 command line. The command to
start the server can be added to the system startup program to be sure the
server is
started when the AS/400 system is IPLed.
