Thanks to all who wrote on this topic.  The client access suggestions
were not a fit because I'm trying to do this in an automated, unattended
fashion.  Besides, we don't want the solution to be go to a PC do we? 
The 400 should be able to do everything!

Roger, at first I didn' understand the benefit of your solution as it
had two steps, much like mine.  But now I see the point about saving the
time of a large file copy.  Pretty neat trick.  It is quite annoying
that CPYTOIMPF does not have a code page over even just *ASCII/*EBCDIC
parameter.  Who the heck is exporting to a delimited format not in ASCII
anyway?
