Thanks for your replies.  

When you started to talk about the "extra" quote that was missing, I
referred back to the "Complete CL" book from Midrange Computing by Ernie
Malaga.  In there he suggested using a variable called &QUOTE (VALUE('"')
and I remember the struggling I did with the OPNQRYF QRYSLT statement.
Using the variable made it easier to get the QRYSLT statement coded
correctly and hopefully easier for the next person to debug.

Of course in all the changing I did to the STRQMQRY, I had changed the CL
variable in the SETVAR parm and forgot to put it back to the correct CL
variable.  That only took about two hours to figure out.  

But the bottom line is that it now works.  

Again thanks for your responses and getting me pointed down the right path.
Thanks also to David for this list.  For those of us in a single programmer
environment with nobody to help debug our errors(they aren't errors, it's
just an opportunity to enhance my debugging skills), this list is a life
saver.
