OK, I'm cornfused.  :^/

I've been FTP'ing from a new AS/400 for some time, and now I want to FTP
to it.  However, I keep getting "connection refused" (error 10061).  What
must I do in order to allow external connection to an out-of-the-box
AS/400?  (TCP is running; I'm connecting via TELNET just fine.)

DSPLOG does not show an error.
DSPMSG QSYSMSG and DSPMSG QSYSOPR show nothing relevant.

System is running V4R3, and the FTP attributes are:
Autostart servers = *YES
Number of initial servers = 3
Inactivity timeout = 300
CCSID = 00819
  Outgoing EBCDIC/ASCII table = *CCSID
  Incoming EBCDIC/ASCII table = *CCSID
