Very strong probability here that you do not have Either of A) an DNS
server on the network that will translate 'your400' to it's IP address
or B) an entry in the HOSTS file (In WINDOZE.. oops I'm sorry, WINDOWS
directory) that contains a line:

x.x.x.x your400

where x.x.x.x is the IP address of you AS/400 and your400 is it's
name.

This line translates the name to the address.  This can easily be
verified by goint to an MS-DOS command prompt and typing 'PING
your400'.  If you get no response then both A and B are not present. 
Add the line above and you will solve your problem.
