I took control of this problem and added code to my RPG program to convert
X'00's to X'40's.  I wasn't getting anywhere trying to help the PC guys
figure out their problem.  

We really need an AS/400 for web serving.  Their OE page doesn't even make
the user put a name, address, etc. in.

Sickening... but true.
