This solution may not work for every shop.  If you revoke authority to
CHGJOB, your users won't be able to run CL programs with the following
commands:CHGJOB SWS(xxxxxxxx); CHGJOB OUTQ(xxxxxxxxxx).  Legacy code strikes
again!
