I believe the hardware limit was just that: hardware.  I'm reaching back a
long way here, but I think that the original S/38 5250 workstation
controller had a small internal workstation buffer, as did the 5294 remote
controller and the 5251-12.  I have not had a problem displaying more than
128 I/O fields in 5250 emulation since the 400 came out.  Some of the
original 5250 emulations were exact hardware emulations, including the small
buffer.  With a small hardware buffer, there were only enough entries to map
128 input capable fields.
