The conversion programs don't know how to handle the numbers and the
numbers' signs very well.  

In the end I've generally written a small RPG program that lays out the
data as text, with a program described output file.  If you use this
method, use an N for the edit code on the numbers and you'll get the
leftside minus sign.

The method isn't very sophisticated but to get something working in the
next hour, this method works.
