We put out 40,000 pages at the first of the year, two pages single-sided
printing per customer. The printer put this out in a face down tray, and our
brand new Pitney-Bowes Mail stuffer could not handle it. For a while they
brought in extra help to reverse collate. I managed to finagle a different
printer that had the capability to print to a face-up tray after about 1/2
of the run had been completed. The Mail room loved it. I know this doesn't
help with the duplexing question, but it can help with the order problem

This might be a stupid suggestion: Inquire about the cost for replacing the
old mailing machine with a new one. Maybe the hardware replacement cost is
comparable to the software cost. And this way, no programming bug could be
introduce, known cost ($ for new minus $ for old), known delivery time (as
opposed to a software solution).
