Using CALLB with a Service Program

I have always understood that a CALLB was a 'bind by copy'
where a copy of all the modules involved were copied into a
program. A service program may contain multiple modules,
but all code in them would be procedures. As I'm getting into
coding cgi-bin in RPG/ILE, I would use the following CALLB
statements to first read the input fields from the form to get
a string with all of the data and then convert them to fields
within my program:

   C              CALLB    'QtmhRdStin'       PARMS1
   C              CALLB    'QtmhCvtDb'        PARMS2

PARMS1 and PARMS2 refer to the appropriate parameter
list for each call. In order to compile my program, I need to name
QTCP/QTMHCGI as a service program. I do not understand
how this works. Are QtmhRdStin and QtmhCvtDb modules or
procedures or what? They were not copied into my program, so
why would CALLB be used?
