Yes

There are several options - PC-Anywhere or another product (that has
never heard about AS/400) can ofcause do it. 

The 'blue' way: 'Operation Console' (an V4R3 and up alternative to
'Client access console') can distribute the Console over any TCP/IP-net
(Intra- or Inter-). You can even distribute the control panel from the
front of the black box, though I haven't tried this. My intranet is about
1.5 meter long, so there is no need.

Note:  AS/400 Operations Console support is available on V4R3 or later
       versions of the OS/400 operating system.
 
AS/400 Operations Console allows you to use your PC to access and control
the AS/400 system console and control panel. You can configure the PC to
be used as a Local Controlling System (LCS) or a Remote Controlling
System
(RCS).  If you want to make use of the RCS feature of Operations Console,
your LCS must have Windows NT as the operating system.
 
Once you have a working LCS connection, you can establish a connection
from remote PCs or Remote Controlling Systems (RCS). These remote PCs can
request control of the AS/400 system console and the control panel. The
LCS serves as the controlling mechanism for access to the AS/400 console
and control panel.
