Do you have an SNA compatible SSAP on the line description?  Default is 04.  
Use DSPLIND to verify
this.

With APPN, don't you need to have a configuration list created that specifies 
each location?  Use
WRKCFGL command.  I think you would need to create CFGL *APPNRMT.  We had to do 
this to do SNA over
IP.

If you'd like sample APPC configs, you could download program LINK400 from 
Midrange Computing web
site.  This creates all needed line/ctl/dev for two systems to talk over 
dialup.  A few simple
changes to these descriptions and they would connect over leased lines.
