We have several customers using our FTP Manager product to convert
AS/400 data to tab-delimited formats for transfer to an Oracle server.
You can get more information here: http://www.patownsend.com.

I believe that Oracle also has an AS/400 integration product that lets
an Oracle database "see" an AS/400 database. There are some limitations
(no replication, etc.), but you might want to check this out with
Oracle.

You might check out StarQuest software to see if they have a replication
product. They are at http://www.starquest.com.
