I too am running V4R3 of OS/400. I am running V3R2 SF53300 of Client Access.
I am running NT client 4.0 build 1381 service pack 4. I have *ALLOBJ, *SECADM
and all the rest of the authority. I go into Network Neighborhood, pick the
400, and, from what I've discovered it boils down to this. I can NOT get the
properties of ANY directory that is immediately below the root. Be it QDLS,
QSYS.LIB or whatever. I CAN see the properties of any directory that is second
tier or below.

QSYS.LIB

Wrong - at least to my experience. Win 4.00.950B. CA/400 V4R2M0. OS/400
V4R3M0.

Remember, that IFS is ONE filesystem. QSYS.LIB and QDLS might differ from
other folders on the AS/400-side (They are implemented in traditional
objects), but seen from the PC-side it's just the same. The only
limitations I se are:
o Folders only - not drives (On the pc, proporties of C:\ is also
different from C:\WINDOWS).
  o Maybe only authorized objects
o Only folders on 'mapped network drives', i.e. not 'Other Computers'.

I'm still looking for a nice little PC-program (GUI) that will display a
list of folders with their size (including subs).
