Yes, it's normal.
Any RISC architecture (not only AS/400 one) by definition uses more
"primitive" processor commands. Therefore, more of them are needed to
perform the same work compared to CICS instructions. So programs tend to
inflate in size.
But they are executed much faster - so one has a return on investment.

Subject:  CISC TO RISC Increased Program Size





We are in the process of migrating from a Model 300 CISC to a Model 170
RISC.  I just loaded my first program to the RISC box and noticed that
the program object size went from 47,616 k to 114,688 k.  This is more
than double in size.  Is this typical?  Will all of the program objects
increase this much in size?
