Realistically level 10 is a pain in the *** anyway.  You end up with every
spelling of QSECOFR as a user profile and every fat fingered grouping of
characters imaginable as well. And anyway IBM is probably looking at potential
liability.  Someone is bound to go after them claiming that 'you gave me level
10 and I used it and I lost my data so it's your fault' Sure you can lose data
at level 50 almost as easy but at least then security is implemented incorrectly
and not just 'turned off'.
