Would something along the lines of MAPFLD(CCVDATE &MAPF *DEC) work,

where &MAPF is defined as ( *CHAR 256)

and CHGVAR &MAPF VALUE("((VDATE *LE 400101) + 1000000) + VDATE + 19000000" )

I'm not near a machine so I can't test this, but what I am trying to do is
create a mapped field definition of "If VDATE is less or equal to Jan 1st,
1940, then z-add 1,000,000 to the field CCVDATE; then add VDATE, and then add
19,000,000".
