You have two problems.  

First of all, QUSRSYS must reside in ASP01.  Secondly, the output queues
are merely pointers to the storage of the spooled files which are kept in
the QSPL library, which also is always created in ASP01.

You likely need to get users to stop using the AS/400 as a file cabinet for
spooled files that they might want to print someday.
