One of the companies that I work with on this technology is CST Inc.  You
can check out their web page at www.cst.com.  They have a product called
Jacada.  It was used by Saab Cars for a GUI on the AS/400 and the S/390 apps.

My experience is that each customer deployment will depend on specific
goals of project and that one tool may be better than the other depending
on the specific needs.   How large your application is, checking out how
easy it will be to maintain the GUI, deciding if you need to extend the
green screen application on the client side, are just a few of the issues.  

A great way to do the development is to hire a systems integrator and get a
fixed price to develop the GUI.  This can avoid the process of learning the
tool yourself.  More and more consultants would entertain helping you.
Again, the benefits of using a third-party consultant depends on many
things, such as the size of your effort, etc.  

There are lots of ISVs as well as end users that can answer your questions.

Yes.  In fact, there are some new AS/400 applications that are today being
deployed as 'Windows' apps and the users do not even know there is a green
screen behind it.

I find that some ISVs look first to create a demo of their product in a
Windows look and feel and then, working with customers, determine when and
which version should best be used.  There are good reasons for both
versions in different situations.  After creating the demo, you may find
that you continue to sell the green screen version.
