I assume one thing here: you want to run "user" written software...

If you are running a package, this might be more difficult because
of numerous system setting & library setups...

Basically the 400 runs all things out of a user library
ex: ARLIB contains ar files, ar programs, etc...

The same would hold true for all other applications, although
I should note that you could run ALL applications out of one
library, but that tends to be a little cluttered...

So in theory, you "could" have AR running in two different libraries
but again, it really depends on system setups and "how" the software
was installed...as in your question of two different versions...

The library lists and that sort of thing could really cloud the
picture and unless you have a VERY thorough understanding of software
it could be very difficult to manage...

It's the same old story... It just depends......

The short answer is YES but only if you know exactly what you are
doing...
