There are a couple of things you can try.

1       You can create an IBMMOD library and put it above QSYS in the
library list. Then CRTDUPOBJ all of the SAV commands.  Then CHGCMDDFT to
change the ENDOPT(*UNLOAD).
2       CHGCMDDFT in QSYS to ENDOPT(*UNLOAD) but be aware that PTF and
version updates will blown them away.

We use option 1.  We also modified the save while active to *LIB and access
path backup to *YES.

                We use the 400's backup tasks menu to automate/schedule our
backups.  However we would like to change the default end of tape operation
to unload, rather than rewind.  I've looked everywhere I can think of but
have come up empty, thus I turn to those with all the answers.  Does anyone
know how or whether I can accomplish this?  We're still on V3R1 by the way
(any disparaging comments re: still being on V3R1 would just be preaching to
the choir, so please don't bother).  Any assistance would be appreciated.
