This worked from R1M0 (s/38!) I think:

CHGCMDDFT CMD(SAVLIB) NEWDFT('ENDOPT(*UNLOAD)')

Pls note, that some of your (or IBM's) routine might fail, if they rely on
the default *REWIND. However - whichever program that will do another save
with SEQNBR(*END) SHOULD have overridden the previous default *REWIND to
*LEAVE, so probably it will not give you any problems. 

An alternative is to create an alternative command.
