concatenate an apostrophe(') with character string -- MIDRANGE-L

Can somebody please tell me howto cancatenate an ' with character string 
because whenever you give
   I want to concatenate HEADING with an (' ),one at front and one(' ) at the 
end
i.e 'HEADING' 
     HEADING  cat ' ' ' will definitely give problem
Any solutions ???
